said that Portland was the highest populated market without a MLB team.
It said something like it would probably come down to Portland or Las Vegas for next MLB city.

Approached correctly
They would need an owner with tremendously deep pockets and a vested interest in the community. A Paul Allan type. They would need a stadium that is easy to get in and out of, probably around I-5 for those coming from the Salem and Vancouver areas. They would need the stadium to be unique, as Portland denizens (see Portlandia) are an odd bunch. Including concessions, etc.
