Hey I'm the commish of a keeper league
Yahoo’s done keeper leagues the past couple of years. It’s a very strong league and I feel like we’ve (members of my league) developed a very competitive atmosphere through a series of proposals and votes within the league, regarding rules.
If you need any help or advice regarding the structure of a keeper league, don’t hesitate to ask. I know it would have been helpful to me if I could have asked questions before jumping into a keeper league and learning on the fly.

I've only commissioned on CBS, but I've played on ESPN and Yahoo
So I really couldn’t tell you what CBS offers that ESPN doesn’t . CBS does have a free service that you can make private but you play by the CBS rules/scoring system. If you pay for the service, as commissioner you have complete control of every little detail. I run a league that has a very particular scoring system that everyone likes so we pay for it. Rev says he’s blown away by the customization aspects of it and I have to agree, but I couldn’t say if they offer something that ESPN doesn’t. I do have some die hard friends that swear by CBS and they have run leagues on other sites

Loved CBS
I’ve been running a fantasy league since 1999, which we converted to a keeper league in 2004. We started on “Sandlot”, through Yahoo, but by the 2nd or 3rd year we moved it to CBS Sportsline and kept it there until about two years ago. However, since ESPN is free, we moved it to ESPN two or three seasons ago. I also run a fantasy football keeper league with the same core group of owners. So needless to say, I’m very well versed as a commissioner on both CBS and ESPN.
First of all, CBS is superior in almost every way. ESPN looks really slick visually and really isn’t bad at all, but CBS is far more complete. As a commissioner, it is so easy to customize and you basically have the power to do wahtever you want. You’re very limited on ESPN. For example, if someone makes an error somehow, on ESPN you can go back and add points to a team’s total for that matchup, but on CBS, you can actually go back and make a change effective to the appropriate date, and then it recalculates everything as if it was never wrong. It’s like re-writing history instead of just adding in stuff later to make it balance. I loved CBS and wish we were still on it, but my league voted to go with the free option at ESPN instead.

If you want to play in deep leagues you have to pay...
… there is no site (to my knowledge) that offers a free service for any league larger than 10-12 teams. The leagues I play in aren’t into that and neither am I so we have no choice but to be with CBS. Everyone is okay with paying for superior service because it only comes to less than 10 bucks per person in a 16 team league. I realize not everyone likes deep leagues though, so you’re stoked you don’t have to pay to get what you want. I’m probably in the minority on this one but as a commissioner I’d say the service is worth it.
