That they sent down an outfielder while both Vlad and Garret have sore backs tells me that they are not certain about Orlando's elbow and are willing to roll the dice on a few games to see it in action and then act accordingly - most teams would give the guy a minor league rehab, but O.C. is fast becoming the closest thing this team has to a prima dona and he likely put up a little bitchfest over any such move.
